Temporary runtime-discovery probe for the dedicated OTClient/OTS self-hosted runner. It records only hostname/process/container/path inventory and does not read secrets or invoke owner-funded AI services.

Coordinator disposition: REJECT/SUPERSEDE as an obsolete temporary probe.

The task's blocker says no repository self-hosted runner is currently available because its generic probe remained queued. That conclusion is no longer current: later exact-build Track A run 31806312967, job 94785974126, was accepted and executed on runner synology-otclient-01 (runner 2.336.0), proving that a repository Track A self-hosted execution path subsequently became available.

The historical queued probe remains useful negative evidence for 2026-08-12, but keeping its temporary workflow/task open would preserve a false current blocker and duplicate the new RUNTIME dispatch contract in PR #303. No unique capability claim is being promoted from this PR.
