docs(agents): start map observation export project

Summary

Creates the OTClient producer side of OTS-20260813-world-reconstruction-navigation.

• adds the P0 producer task for versioned map observations;
• records Track B/native-Linux ownership boundaries;
• links the Otheryn Atlas consumer task;
• establishes the contract index and the required v1 record/completeness/identity invariants;
• records Codex as a later implementation option without authorizing owner-funded quota use.

This PR is documentation-only. It does not modify or take over Track B PR #284 or its runtime namespace.

Validation

• PR feat(lab): add isolated Tibia Global login analysis project #284 changed-file ownership was inspected before creation;
• changed paths are limited to the new task and contract index;
• runtime E2E is not applicable to this P0 bootstrap PR; future live validation remains native-Linux Track B work.
