Explicit blocker

This PR intentionally remains draft. GitHub refuses merging a draft PR (405: Pull Request is still a draft). The repository has Codex automatic PR review enabled; OpenAI documents that moving a PR from draft to ready automatically starts Codex Review. Repository policy forbids consuming owner-funded Codex/paid AI review quota without explicit authorization for that exact use. Therefore this final metadata-only correction must not be transitioned to ready by an autonomous agent unless the owner explicitly authorizes that Codex review consumption or changes/disconnects the review integration independently.

All substantive Track A experiment-design work is already merged through PR #293 and archived through PR #294; this PR only removes the stale terminal-state field.

Direct comparison against current main@8fca1c3eee453d0d4ef8a47e0f15c9dbae491b45 confirms the material correction is valid: the canonical archived task still says archive_closeout_state: pending_archive_pr_merge even though PR #294 is already merged, while this draft records merged_and_terminal, the remediated independent-audit state, final exact-head required CI, and ownership release. Exact PR head 7f3775cdf9d805b86db63f0068302777fa3d2367 has successful CI run 31784425205.

This is lifecycle/durable-state repair only; it changes no runtime or research conclusion. To avoid preserving a stale standalone draft and another ownership lifecycle, the accepted correction will be copied as a bounded current-main slice through coordinator PR #300, after this PR is closed and its path ownership is released.
