When a later worker audits this completed task, related_pr: 321 sends them to the already-merged implementation PR rather than the closeout PR represented by this branch/commit; that closeout PR is also absent from the pull_requests inventory, so its exact-head checks and terminal state cannot be recovered from the durable record. Set related_pr to the closeout PR and retain #321 only as implementation_pr.

Fresh terminal closeout for the corrected Track A manager after PR #321.
This supersedes PR #319 as the final manager closeout because PR #311 review later exposed and PR #321 repaired the process-group cancellation P1. It does not reuse stale/superseded PR #314 evidence.
