feat(track-a): rebuild P1 bridge health contract

Objective

Execute the current OTCLIENT-TIBIA-RE-P1 GitHub-hosted lane for the stable read-only bridge/API plus health, reacquisition and recovery semantics.

This Draft must not use Synology/self-hosted execution, observe or mutate the live official-client runtime, or touch PR #303-owned runtime surfaces. Current canonical runtime existence/identity remains unclaimed (:98 UNKNOWN, 6082 UNKNOWN, exact PID/session NOT_REGISTERED).

Planned bounded delivery

1. Rebuild the coordinator-accepted bounded read-only bridge source/test surface from closed PR feat(tools): add exact-version Tibia runtime bridge #283 on current main without importing stale ownership/runtime authority.
2. Add a versioned deterministic health API that consumes authoritative registration evidence and fails closed on missing, stale, incomplete or generation-conflicting identity.
3. Add reacquisition/recovery state semantics that reject stale process/session reuse.
4. Validate entirely on GitHub-hosted runners with deterministic tests; keep live IN_GAME proof and physical recovery outside this worker.
5. Update reusable-system documentation and persist exact-head evidence before coordinator handoff.

FACT: #357 and #359 overlap on the same P1 bridge implementation/test paths; #357 is already at exact head edcc3f85bbe084667cb89024b54cd3ab79185809 with Track A agent runtime governance run 31944372661 = SUCCESS and repository CI run 31944372746 = SUCCESS. Current #359 head cde2ac6f024ff71104ca8494be3509221aaedda6 still has both Track A P1 Bridge Health and repository CI failing.

Per Track A parallel coordination, lane names are not locks and unresolved writable-path overlap must be eliminated before promotion. Stop work on this branch. Any genuinely unique documentation/workflow idea from #359 may be reconsidered later as a separate non-overlapping coordinator-owned integration slice after #357 semantic review; do not merge or restack the duplicate implementation.
