OTCLIENT-TIBIA-RE coordinator serialization checkpoint

This coordinator-only PR records a narrow ownership serialization required to finish canonical P1 Draft #357.

Decision

• temporarily serialize docs/agents/MODULE_CATALOG.md and docs/agents/CHANGELOG.md to P1 closeout only;
• PR feat(ui): prototype Oteryn login shell #23 retains its UI, task and ACTIVE_WORK.md ownership; its runtime visual-review blocker is unchanged;
• P1 may add only its reusable bridge integration records and must preserve all unrelated current-main content;
• PR feat(ui): prototype Oteryn login shell #23 must reconcile its stale copies of those two indexes before any later promotion.

Evidence

• prior coordinator PR docs(track-a): checkpoint live promotion coordinator barrier #361 is merged and its branch no longer exists;
• PR feat(ui): prototype Oteryn login shell #23 task has been awaiting_visual_review since 2026-07-24 and has no active writer;
• P1 semantic findings are repaired and dedicated hosted validation runs 31947189849, 31947285170, 31947365151 all succeeded;
• P1 temporary validation workflow was removed; current implementation remains GitHub-hosted with runtime_access: none.

No physical runtime authority is granted. No login, X11/VNC, client mutation, credentials, owner Codex quota, OpenAI API token, or owner-funded AI quota is used.
