Why ACCEPT_WITH_EDITS

Source #390 was independently accepted on final head c29ae0e... with green governance/CI. After that source finalization, worldmap consumer #367 merged as f5daad1.... The coordinator absorbed that one load-bearing current-main drift directly in this promotion rather than restarting the researcher:

• worldmap static dependency graph is now promoted on main;
• MUTATION_DESIGN_READY=false and client-byte mutation remains unauthorized;
• five material audit findings and their severities are unchanged.

Accepted audit result

FAIL_MATERIAL_GAPS_OPEN / programme incomplete.

Open material findings remain 5 = 3 HIGH + 2 MEDIUM:

• AUD-COV-001 HIGH — canonical item-level coverage registry absent;
• AUD-COV-002 HIGH — semantic denominators incomplete;
• AUD-COV-003 MEDIUM — action/QMeta denominator conflict 612 vs historical 1004;
• AUD-COV-004 HIGH — canonical live semantic/restart proof unavailable;
• AUD-COV-007 MEDIUM — durable global coordinator checkpoint stale.

Current boundaries:

• no canonical capabilities.jsonl, protocol_messages.jsonl, runtime_types.jsonl on trusted main;
• P2 bounded chain promoted through docs(track-a): promote P2 persistent-buffer downstream evidence #450, while framing/sequence/compression/encryption/final egress remain UNKNOWN;
• worldmap producers docs(track-a): close worldmap exact-client static evidence #437/docs(track-a): close downstream worldmap exact-static evidence #446 and consumer docs(track-a): close worldmap extent static dependency graph #367 are promoted; mutation design remains false;
