docs(track-a): archive worldmap mutation physical task

Archive-only lifecycle closeout after #462 merged as 8a52fe4af6a03fca29a831ae4fae4c3936cf025c.

This PR moves OTC-20260817-track-a-worldmap-mutation-physical-validation active→archive and releases all ownership.

Terminal physical result:

• exact [19,14] one-byte task-owned patched copy executed successfully;
• patched client startup and identity proven;
• bounded no-login startup census found no accepted worldmap Handler/Storage/etc. object instance;
• exact source rehash PASS, patched copy removed, cleanup COMPLETE;
• STARTUP_BOUNDARY_PROVEN=true, CAUSAL_PROPAGATION_PROVEN=false, SEMANTICALLY_VALIDATED=false, final target extent UNKNOWN.

Fresh canonical RUNTIME controller-plane inventory (32017860986 / 95351075477) independently found lease generation 7 released and canonical registration ABSENT. Therefore there is no legal existing IN_GAME lifecycle for a worldmap live-session consumer, and this task has no authority to bootstrap/login solely for validation.

Terminal disposition: BLOCKED_NO_LEGAL_EXISTING_IN_GAME_LIFECYCLE. This is a genuine external-authority hard stop, not a fabricated semantic completion claim. Future work may resume only after canonical RUNTIME independently establishes a legal existing IN_GAME lifecycle and a new worldmap task passes fresh admission; existing static/design/startup evidence need not be repeated.

No runtime access, mutation, credentials/login/gameplay, process-memory access or client execution occurs in this archive PR.
