Superseded closeout
This PR contains the intended worldmap mutation-design handover, but its branch was created from
main@f8e628a255a18ec92839bbb45ef0e3b40bef8605and became one commit behind strict currentmain@ec75e2606f7f4ad834e4b6be968fb03bdbff55df. AlthoughCI / Requiredsucceeded on head096151a21bdf9cdea71e6555d35bf29886e1350e, branch protection refused merge because the required check was expected on a current-main head.Repository policy forbids an unsafe force rewrite shortcut. This PR is intentionally closed as superseded by the strict-current-main replacement branch
docs/OTC-20260817-worldmap-mutation-design-handover-current-main, which carries the same scoped deliverables from the current main base.No client/runtime behavior or byte mutation is involved.
