docs(track-a): archive blocked P0 player-state admission

Archive-only lifecycle closeout for OTC-20260817-track-a-p0-player-state-admission after evidence PR #482 merged as a94e931cdc454e0e28c2ef628be23b926c4e3657.

Terminal RUNTIME result:

• fresh physical controller-plane inventory 32033237388 / 95397745114 on synology-otclient-01;
• canonical lease released, generation 8, controller task/session null;
• authoritative runtime-registration.json ABSENT;
• historical docs(track-a): checkpoint final P0 runtime blocker #467 generation was 7, so the blocker was freshly re-measured rather than blindly inherited;
• no process/X11/client mutation, bootstrap, login, gameplay or process-memory access;
• DIRECT_PLAYER_XYZ=INCONCLUSIVE;
• BLOCKED_NO_LEGAL_EXISTING_IN_GAME_LIFECYCLE.

This PR moves the task active→archive and releases ownership. It changes no runtime implementation or P0 claim. Consumer #302 remains Draft and blocked on exactly one dependency: a separately legitimate canonical lifecycle that independently establishes a current registered exact-client runtime and reaches structurally verified IN_GAME; only then may a fresh RUNTIME admission execute the bounded read-only semantic discriminator.
