Final lifecycle review: PASS pending only the already-running generic CI. Exact head changes one archive record only, preserves canonical_live_G24_G31_status_delta:NONE and BLOCKED_RUNTIME_ADMISSION_UNAVAILABLE, records the final source/promotion facts, and releases ownership. No runtime or behavioral change.
