Terminal Package D closeout
Task:
OTC-20260823-tibia-re-control-center-package-dResult
All Package D repository implementation stages are already merged. This continuation performed fresh ownership/admission reconciliation but could not lawfully prove a unique current Official Tibia target. It therefore did not observe or mutate the client, did not bootstrap/login/relog/select a character, did not acquire
input.lock, and never crossed guarded-dispatch READY/COMMIT.The preferred first action
turnwas not attempted;movewas not used as fallback.Admission correction
An intermediate fail-closed
canonical_reuse_or_mutationtask checkpoint was rejected by Track A governance before any client access. The failure was inspected rather than bypassed. Trusted-base policy requires authoritative registrationPRESENTfor canonical reuse, registration absence for normative bootstrap, and target uniquenessPROVENbefore read-only live observation. None was fabricated.Durable closeout
This PR now contains only four lifecycle/evidence paths:
package-d-result.md;Pre-Ready closeout head
5df14da3583f6f5b2b7e47fd8b3953cb6c4d05dfpassed general CI run32654857020(CI / Requiredjob97231958249) and Track A governance run32654856825(both deterministic jobs PASS). After Draft→Ready branch protection required a fresh merge-ref check; evidence-seal head8aabfa8af6be77fedbd63e8ffefed866c50acc7bwas created specifically to retrigger the Ready-state checks.Merge only when the exact current head passes required CI/governance and remains mergeable. Direct Codex/Spark was not invoked because current task authority sets
direct_codex_authorized:false.
