Purpose

Close OTERYN-W2-DIAGNOSTICS-EVIDENCE durably, prevent completed lanes from being relaunched, prove every lease is released and leave exactly one next bounded package without implementing it.

One small deterministic Rust test-support/fake-time package consuming merged oteryn-foundation::ManualClock and oteryn-diagnostics, with no second clock, async runtime, executor, scheduler, global registry, product service or runtime integration.

This PR does not create or claim that task/branch/lease and does not accept a new wave.
