Purpose

Close OTERYN-W4-WINDOWS-SHELL durably after its plan, implementation and both lifecycle archives merged.

Current required main: ab0ac39ca70ccea6d8f7517f4119395de6b17017. All implementation Cargo/lockfile/dependency-policy/shared-document leases are released.

Delivered routing

Exactly one next recommendation

A bounded renderer surface-ownership evidence/spike consuming the merged application shell. This PR creates no task, branch, dependency change, lease or implementation for it.

Compatibility boundary

Interactive Windows launch/input/DPI/IME/minimum-release and all GPU/driver/hardware/performance behavior remain unproven and explicitly blocked for compatibility claims.

Scope

Exactly five coordination/catalogue documentation paths. No Rust source, Cargo, lockfile, dependency policy, CI, architecture, renderer, protocol, assets, legacy runtime or external-repository changes.

Validation

Exact final head: 43ce954d3f7f9a8f62209c48491d593f116447fe.
