Close OTERYN-W6-SYNTHETIC-ASSETS from exact current main a8e95bbce06eda7eb7954843cb7833fbf87160cc.

Lifecycle

This task safely supersedes closed unmerged PR #96, whose branch predated PR #95. No CI, review or branch protection is bypassed; no force-push or manual shared-file conflict resolution is used.

Initial scope

• publish the reviewed four-path W6 closure;
• release all W6 leases and prohibit relaunch;
• authorize no worker;
• leave exactly one bounded recommendation to plan OTERYN-W7-TECHNICAL-LOGIN separately.

Boundaries

Documentation/lifecycle only. No W7 acceptance, worker launch, Rust implementation, dependency change, credential, capture, proprietary asset or external-repository write.
