Records sync duration, outcome (succeeded, failed, cancelled) and module count for Bazel syncs, tagged with build_tool to distinguish from Gradle. Bazel sync builds are detected by the plugin's constant task id. Repos without gradle.properties can put the endpoint config in an ide-metrics-plugin.config-file at the project root.
