docs: fix broken Star History chart - #236

The Star History chart was broken due to GitHub stargazer API restrictions. Switch the README chart to star-history.dera.page, which uses an alternative data source that requires no API token. The image now uses the /svg endpoint and the wrapping link uses a hash-based URL.
