Require Dagger Ruby 0.11.1 so builds receive the startup-status fix and use Dagger 0.21.9. Align the CI and Mise engine versions, update development tooling, and keep SimpleCov compatible with the supported Ruby 3.2 floor.
Prepare 0.1.0.alpha.7 with matching changelog notes.
Validation: bin/ci (tests, syntax, RuboCop, dependency audit, gem build, isolated install and CLI load); live Node and Rails builds with Dagger 0.21.9; actionlint; package-content review.
