Add PHP 8.5 and 8.6 to CI matrices

• Test coverage: Add 8.5 and 8.6 to all database test matrices; run the additional PDO mode combinations on 8.5.
• Latest-stable checks: Set HIGHEST_PHP_VERSION to 8.5.

Removed the extra blank line flagged by ECS v6 in commit HEAD. The local ECS run was blocked because Composer could not authenticate to download dependencies; PHP syntax validation passed.

Changed the five database matrices that listed only PHP 8.4/8.5/8.6 to PHP 8.5 only in commit HEAD. The broader MySQL/PDO matrix retains 8.2–8.6.
