replace Canton source submodules with binaries where matching

Part of #6544, followup to #6569. Removes these modules or replaces with Maven library references:

• base-errors
• google-common-protos-scala
• pekko-fork
• util-external
• ledger-common
• kms-driver-api
• wartremover-annotations
• scalatest-addon
