In this PR, I propose to enable the https://golangci-lint.run/docs/linters/configuration/#nolintlint linter. This linter will ensure consistent nolint comments and (most importantly) remove suppressions that are no longer needed. I tested the linter on cert-manager, and quite a few nolint declarations are not needed.
