Publish the quick-reference card as a docs attachment - #4196

The refcard PDF lived only in the repository, so the manual could just link to GitHub. As an Antora attachment it is published with the docs at _attachments/cider-refcard.pdf, versioned along with the pages that describe the same keybindings. The LaTeX source stays in refcard/; a new `make refcard` target rebuilds the PDF into place.

The refcard PDF moves under doc/modules/ROOT/attachments so Antora publishes it with the manual and the keybindings page can link to it directly instead of pointing at GitHub. The LaTeX source stays where it was and
make refcardrebuilds the PDF into place. Verified with a local site build.
