Summary

Add a Solid Queue 1.6 appraisal pinned to Rails 7.1.
Generate the Solid Queue 1.6 appraisal Gemfile.
Run the Ruby 3.2 / Solid Queue 1.6 combination in the CI matrix.

Testing

mise exec ruby@3.2.8 -- bundle exec rake test with Solid Queue 1.6.0: 287 runs, 934 assertions, 0 failures.
