Moves both images to the Temurin releases that fix CVE-2026-91403, and removes the stopgap blocked.certs step added in #64.

  • jre17: eclipse-temurin:17.0.20.1_1-jre-jammy → 17.0.21_9-jre-jammy
  • jre25: eclipse-temurin:25.0.4.1_1-jre-jammy → 25.0.5_8-jre-jammy

Both releases ship the eMudhra CAs in their own blocked.certs (temurin-build#4587). Tested on the GA binaries (jdk-17.0.21+9, jdk-25.0.5+8): TLS connections to the 12 eMudhra test hosts all fail (0/12 trusted).

Draft until the Docker images exist. Neither tag is on Docker Hub yet (checked 2026-10-23); they wait on adoptium/containers#1092 and the matching docker-library/official-images update.
