feature improvements: default queue and collapse button
- Add title, level (critical/warning/info/plain), is_active, priority
  and created_when fields to Announcement
- Show all active announcements on the home page, ordered by priority
  (lowest first) then newest first
- Render critical, warning and info as red, yellow and blue Semantic UI
  messages with icons; render plain announcements as text without
  background or icon
- Style links in announcement text as bold and underlined, in the
  announcement's color
- Move announcement styles to announcements.styl
- Admin: show level badge, title, active flag and priority; add level
  and active filters and title/text search
- Add tests for active filtering, ordering, level rendering and hiding
  the box when there are no active announcements
Redesign home page announcements with levels, titles and priority
- skip_postgeneration_save = True added to UserFactory, CompetitionFactory, TaskFactory, PhaseFactory and SubmissionScoreFactory
- UserFactory super_user hook now saves the user
- CompetitionFactory collaborators hook now saves the competition after adding collaborators
Fixed factory_boy post-generation deprecation warnings in test factories

- ADMIN_ONLY_FIELDS replaced by Meta.public_fields and Meta.admin_fields; Meta.fields is built from both
- Non-admins now receive only the fields in public_fields
- enable_detailed_results, show_detailed_results_in_submission_panel, show_detailed_results_in_leaderboard, forum and forum_enabled are now visible to non-admins
- Tests updated: admins see all fields, non-admins see no admin fields; secret key checks removed
Competition detail serializer now uses a list of public fields for non-admins

Heads-up before this is released: v1.33 broke the fact sheet form for participants, and this merge does not fix it. Details in #2600. (tl;dr: #2584 hid fact_sheet from non-admins in the competition detail response, but the submission upload page builds the fact sheet questions from that field. Participants now see no questions, the form sends fact_sheet_answers: null, and the server accepts it without checking required fields. #2591 keeps fact_sheet in admin_fields, so the bug carries into v1.34. Moving fact_sheet to public_fields should be enough to fix it. Could that go into this release? In our competition every web submission since the v1.33 deploy has lost its required team information.)

… updated invite email html and txt templates to show correct protocol and domain name. Removed a line from invite.txt which was not needed.
* Add zip-contents hint to Add Dataset/Program upload form

Explains that the zip file must contain files directly at its root
(not nested in a subfolder), and links to the Competition Bundle
Structure docs for what each dataset/program type means. This helps
organizers avoid a common mistake when uploading scoring programs,
ingestion programs, and datasets.
