Write apps/backend/docs/concepts-stellar-listener.md for services/stellarListener.ts: which contract events it watches, how it maps them onto the token_transfers and treasury_proposals tables, how it tracks its position in the ledger, and what happens after downtime.

Acceptance criteria:

• Documents the watched events and the resulting database writes
• Explains cursor/position tracking and the catch-up path after the listener has been down
• Documents idempotency — a replayed ledger event must not double-write
• States the failure mode when the RPC endpoint is unreachable, and whether on-chain state can drift from the mirrored rows
