Closes the mtmharness release step for gomtm issue #831.
Bumps the package version from 0.9.4 to 0.9.5 so the current main source can be published through the existing immutable tag workflow.
Verified: pnpm --filter mtmharness run check (95 Vitest tests and 26 Node tests passed).
Secondary packages remain at their already-published verified versions: mtmcanvas@0.2.0 and mtm-connect@0.2.0.
