refactor(mtmharness): drive coding skills from config

Summary

• rename the coding package catalog to config.json
• represent coding packages as a validated array and resolve runtime packages by id
• mount every configured data-only package through one generic loader
• remove the Modern Go-specific setting, feature branch, and UI control
• keep Codebase Memory, Ponytail, and RTK runtime handlers for DSH behavior
