What does this PR do?

This PR adds ruff ci linting for python as a new ci work flow and updates cli.py so that when no args are added to it when it is run, it returns the help menu.

@codepiyusss I have completed the ruff ci workflow but there are also some other changes I made.

The CI check for ruff/lint (pull_request) is failing because Ruff detected formatting/lint issues in this branch. The workflow output shows:

• “9 files would be reformatted”
• “14 files already formatted”
• exit code 1

This means the PR is failing the repository’s formatting/lint gate before merge. Please run the formatter and lint fixes locally, then commit and push the updated files:

• ruff format .
• ruff check --fix
  If there are conflicts with main, resolve them first and then rebase or merge before pushing again. The PR will update automatically when you push to the same branch, so there is no need to open a new PR.

Once the formatting/lint issues are fixed, the CI check should pass. Thanks!
