New license lesson following EU directives

This is still a draft and would take about 2 hours to teach, so need to set a 30 min version as well.

Once this moves forward, could you please also update the instructor guide, especially if we leave the original version in the repo.

The one thing I think is not clear to many is what it means to have no license attached to their code. Many seem to think that resolves all the complicated thinking about licenses. Could there be a warning box highlighting it?

Recommendations:

• The file software-licensing.md seems be replaced by software-licensing-eu.md but not removed. Which means it is left as unreachable content and might confuse future git grep and similar. If you want both files to be in the repo, please make sure they are both referenced in the index. If you prefer to not have both listed in the index, it's better to replace the content of the old file to make history easier to follow.
• In any case I would not call the file "...-eu". EU is not mentioned in the episode title and also should not be. It's great that the episode uses examples from EU legislation but we don't want to limit the reach of the lesson. It is probably useful and applicable in most of the world and we also want to encourage teaching it in UK for instance. So all it needs are the "Limitations and context of this lesson" which it already has.

Thank you @bast notcing, The reason for keeping the old lesson is for comparisen and may be to transfer more content if the reviews request that. Yes, -eu should be removed from the file name.
