Bumps the crate to 0.16.0. The notable change is that digest_sql now returns ParseError::PrimaryKeyUpdate for an UPDATE whose SET moves a primary key column away from the value its WHERE names, since SQLite's session records that as a DELETE plus an INSERT and the SQL text alone does not carry the other columns. Setting a key column back to its own WHERE value is still accepted.
