Meetup's GraphQL API exposes a createVenue mutation, so venues no longer need to be registered through the web UI. Add scripts/meetup/create-venue.ts (built on createMeetupClient, --dry-run + flag overrides, defaults to the Inceptive Belgrade office) and map "Inceptive, Beograd, rs" -> 28277780 in venues.ts so the 2026-07-22 event resolves. Extract the shared formatVenueKey helper into format-venue-key.ts (reused by list-venues.ts), rework the README venue-ID docs (API is now the preferred path, web UI is the fallback), and add the new cspell terms.
