CKEditor ignores any config file called Default.json

Description

I recently migrated from CKEditor 4.x to 5.x, one of the CKEditor configs under 4.x was called "Default", this created a config/ckeditor/Default.json, but in the field settings the config file is not selectable and instead shows the error message "There are no JS/JSON files in config/ckeditor"

Renaming the .json file to anything but Default.json allows it to show up in the dropdown on the field.

Steps to reproduce

1. Migrate from CKEditor 4.x
2. Review field that previous had a CKEditor config applied
3. Under Advanced the config file option does not show the Default.json file as an option
