Add ascender cli

We are currently migrating from AWX to Ascender. Many of our users use the CLI included in the EE image and would like to continue to do so via the ascender-ee image.

This adds ascender cli in a similar fashion awx cli used to be included in awx-ee.

Instead of pointing at ascender-kit@main I used the release tag, since the ctrliq.ascender collection gets a version bump each release anyways.

One thing I want to make sure though: the ascender-kit repo has not gotten a new tag for 25.6.2 release, yet. Will pinning to the release tag therefore create problems in the future or was this an exception?
