Prepare geoptimize v0.11.0 release

Problem and change

Prepare 0.11.0 for the guided terminal reports already merged in #33. Align package, CLI, plugin, Action and CI versions, add release notes and recovery instructions, and retain historical 0.10.0 publication evidence.

Validation and impact

• Tests/build pass. npm run release:check passed on Node 22.12.0 and 24.11.1 with 275 tests each and byte-identical tarballs; eight PTY scenarios passed per runtime.
• CLI, API, JSON and Action contracts preserved. Only the CLI version changes in this preparation.
• Security and dependency impact reviewed. npm audit found zero vulnerabilities; dependency resolutions and publication permissions are unchanged.
• Scoring/methodology impact stated. No scoring or rule changes.
• Documentation and changelog updated, including all localized Action pins and current migration instructions.
• Release/package impact stated. Ships the interactive CLI, current runbook and release notes. Publication requires the signed v0.11.0 tag on exact main and the existing OIDC workflow.
