Post-plugin-update reconciliation (plan-marshall 0.1.1114): sync-defaults migrated 4 keys and materialized 15 finalize steps; steps-sort restored canonical frontmatter order. Only .plan/marshal.json changed. Co-Authored-By: Claude <noreply@anthropic.com>

This pull request updates the configuration in .plan/marshal.json by removing the top-level qgate property and introducing explicit lane settings (such as minimal, auto, full, ask, and off) across various workflow steps. It also configures enabled bots and a poll timeout for the automatic review step, adds a new default:adr-propose step, and bumps the provisioned version and config seed fingerprint.
