lint-test still fails on #69 after #70: MongoDB in "Deploy test dependencies" never becomes ready, and rollout status times out after 180s, before the chart is installed.

#70 pinned the job to ubuntu-24.04, but that image also boots 7.0.0-1017-azure since ubuntu24/20261023, the same kernel as ubuntu-26.04. mongod 8.x exits at startup on Ubuntu's 7.0.0 kernels: it exempts upstream 7.0.14 and newer, but reads the version from uname -r, which Ubuntu keeps at 7.0.0 (SERVER-136848, open, no fix version, no override). Its listed workarounds are an older kernel or MongoDB 7.0.

• .github/ci/dependencies.yaml: mongo:8 becomes mongo:7.0. The currents integration tests already run on mongo:7.
• lint-test.yaml: back to ubuntu-latest, undoing ci: run lint-test on ubuntu-24.04 so the CI MongoDB starts [ENG-1851] #70.

Testing

• mongo:7.0 (7.0.45) with the CI args answers the readiness probe and elects a PRIMARY after rs.initiate, locally. My kernel (7.0.14-linuxkit) is exempt from the check, so that doesn't reproduce the failure.
• This PR changes no chart, so its own lint-test skips the MongoDB step. release: 1.0.1 [ENG-1851] #69's run after rebasing onto this is the check.

After merge

Rebase #69 onto main. Move back to mongo:8 once SERVER-136848 ships.
