A registry whose last line runs to EOF unbroken is a state every reader here accepts, so a claim appending onto it joined the last entry and the new path into a third naming no project: the project above it left the launch gate, and the claim reported a failure it had already made. `operator add` creates a missing ~/.bash_profile, and bash reads that file alone at login: one holding only the PATH-dedup guard line left a login shell without the account's .bashrc, its nvm init among it -- so a service account provisioned without skel dotfiles lost its own environment at the moment it was enrolled. A created profile now opens with the `. ~/.bashrc` block EL's skel carries, and the enrolment names a login shell that reads neither file, since those two govern bash alone and the wrapper's precedence rests on this ordering. The wiring moves to wire_init_file so the suite drives it against fixture files; the PATH tiers are in launch.rule.md. Co-Authored-By: Claude Opus 5 <noreply@anthropic.com>
