Migrates DALgo record ownership to
github.com/dal-go/recordandgithub.com/dal-go/record/update, upgrades DALgo to v0.63.1 and dalgo2sql to released v0.9.7, adds record v0.1.0, refreshes compatible dependencies, removes the stale local-replace comment, and verifies vet, tests, and golangci-lint.
