DAOS-19266 build: add missing dependencies
0698ba4 
- Add missing protobufc dep to daos package
- Add missing python dependency to daos-client for pydaos
- Add some basic dependency tests for executing the daos command after
  a daos-client install
- Add basic dependency test for python version
