Upstreams a paragraph that devup-mcp added only to its vendored copy of SKILL.md (dev-five-git/devup-mcp#104). Without it here, the vendored-skill refresh (dev-five-git/devup-mcp#111) would delete it.
It says the reset-css 'no wiring needed' rule does not forbid diagnosing another package's rsc:use-client optimizer warning, and that such an exclusion does not fix the dev-only race where CSS extraction writes df/devup-ui/*.css and triggers an SSR program reload.
Docs only. No package changes, so no changepack is needed (config ignores the repo root).
