Adds diffr-ts/, published as @dev.fast/diffr@0.1.1: the TypeScript/zod wire contract copied from Review, an NDJSON decoder, and a hash-verified release binary fetcher for macOS arm64 and Linux x64.

Adds contract/fetch tests and CI. Refreshes the stale TUI fixture and documents usage, release steps, and wire-format sync requirements.

Validated: Rust build, package typecheck/build and 18 tests, TUI typecheck and 7 stream tests, workflow linting, and a clean install from npm with a real 0.1.1 binary download. The release binary also passed all 9 contract tests. The final comment/docs trim passes typecheck/build.
