Builds diffr and diffr-tui for x86_64-pc-windows-msvc so Whiteboard can fetch Windows diffr through diffr-fetch instead of building it from source.

  • Release workflow: Windows matrix entries; packs .exe binaries into the same .tar.gz layout; CLI archive smoke tests run on Windows (the PTY-based TUI smoke stays Unix-only).
  • .cargo/config.toml: +crt-static on Windows MSVC so diffr.exe runs without the Visual C++ runtime.
  • diffr-fetch: maps win32-x64, installs diffr.exe, extracts with relative paths, skips the Unix exec-bit check on Windows. Other platforms still download only their own archive.
  • pin.mjs: pins Windows hashes; requires Windows assets on the release.

Whiteboard follow-up after the next release and pin: bump @dev.fast/diffr, replace windows-diffr.mjs with ensure:diffr --required in package-windows.sh, and drop the win32 branch in stageDiffrBinary.
