docs: mount a dev-only devframe hub with a11y and og

The docs site now runs its own devframe hub during pnpm docs, with the a11y and og devframes in the dock. Maintainers can check the accessibility and the social cards of each docs page while they write it.

• The hub loads only in development ($development in docs/nuxt.config.ts). The production build does not load the hub or the devframes, so the Vercel build needs no built workspace packages.
• The root pnpm docs script now builds the workspace packages that the docs depend on first. Turbo caches this step.
