0.3.0 is now live on npm, and published versions are immutable — the release dry-runs on this branch fail with 'cannot publish over 0.3.0' since the package.json metadata changed the tarballs. Lockstep-bump the five public packages via changeset version and update the pinned foundation contract. Verified locally: source stages, foundation core, and all three release verifiers (pack + publish dry-run) pass on 0.3.1.
