Summary

  • Moves the inline bash/python of pr-ci.yml into a Go CLI in hack/ci, driven by one manifest, hack/ci/suites.yaml, which defines the unit tier and the e2e groups (unprivileged, integration, microsandbox).
  • pr-ci.yml now only wires Actions together. A plan job turns the manifest into the job matrices. The per-suite if: conditions (secret gating, kind/Podman/Windows setup, label-specific steps) are gone from the workflow.
  • Unit tests run as one block (ci unit, also mise run cli:test). Integration suites run as one block of jobs generated from the manifest.

What moved to Go

Was (workflow) Now
ci-success bash ci success (reads toJSON(needs))
run test / setup executable ci e2e run / ci e2e prepare
Compose UID mapping as non-root runner (bash + python report check) focused_checks in the manifest, run by ci e2e run
insecure registry, remove docker, verify docker host_setup / post_checks in the manifest
Linux Podman install + checksum ci setup podman-linux
scattered helper-test steps, Windows transport job, unit_test_packages unit.steps in the manifest, run by ci unit
inline matrices ci matrix

Guard against ad hoc additions

go test ./hack/ci fails when a Ginkgo label or a Go test package is not assigned to a tier, and when the manifest references something that no longer exists. See hack/ci/README.md for how to add tests.

These guards found two existing gaps, both fixed here:

  • e2e/framework has unit tests that no CI job ran. They are now a unit step (Linux and macOS).
  • Nine Ginkgo sub-labels were not listed anywhere. They are now in e2e.ungated, each with a reason.

Behavior changes to review

  • docker-buildkit-windows.yml is removed. Its BuildKit specs are the docker-internal-buildkit suite of the integration group (runtime: docker-wsl in suites.yaml). The job provisions and tears down the WSL2 Docker fixture from matrix flags, and ci e2e run verifies the Ginkgo report through the new shared e2e/framework/ginkgoreport package (also used by devsy-ci check-report). It now waits on build-cli only; before, it also waited for windows-transport-tests, which is now part of the Windows unit job.
  • Main's new github-credential-host-tests job stays a separate job (it runs the real gh CLI and the native keyring per host OS) and is part of ci-success. Its ghfixture build/upload is kept; the ssh suite now declares fixtures: [ghfixture-linux] in suites.yaml, which the matrix turns into a download step, instead of a label == 'ssh' condition. The Linux GitHub API oracle test is a unit step.
  • Suites that need the GitHub App secret are left out of the matrix when the secret is unavailable. Before, they showed up as jobs with every step skipped.
  • The Windows unit job runs the old Windows transport tests plus the Go CI helper tests (hack/ci, hack/microsandbox, hack/podman_ci, hack/provider_update_ci).
  • cli:test now runs the whole unit tier for the host OS (with -short), not just the discovered packages.
  • The macOS e2e run path no longer uses e2e.test.exe or the Podman pipe DOCKER_HOST. No macOS e2e jobs exist today.
  • The Podman helper is no longer downloaded for Linux kind-only suites. Nothing used it there.

Verification

  • go test ./hack/ci passes, golangci-lint run ./hack/ci/... is clean, and GOOS=windows go vet ./hack/ci passes.
  • The generated matrices match the old workflow: 75 suites in total, 53 integration (51 without the secret).
  • Ran the compose-uid-matrix, workspace-fixture-helpers and e2e-runtime-helpers unit steps locally via ci unit.
  • actionlint (run with its shellcheck/pyflakes integrations disabled) reports one error on pr-ci.yml: the background: true key on the free-disk-space step. That key was already in the workflow on main, so I left it unchanged.
  • Not verified: a real Actions run (the WSL2 BuildKit job, Linux Podman install, Windows kind/Podman, sudo env handling in ci e2e run). The unit tests use a fake command runner, so please check the CI results on this PR.

Summary by CodeRabbit

  • New Features

    • Added manifest-driven CI coverage for unit, end-to-end, integration, Podman, Windows, and MicroSandbox test tiers.
    • Added commands to generate test matrices, run tests, prepare test environments, validate reports, and check job results.
    • Added focused end-to-end diagnostics and setup checks, including checksum verification and safer archive handling.
  • Bug Fixes

    • Secret-dependent test suites are omitted when required secrets are unavailable.
    • CI checks test coverage and configuration to detect unmapped tests and invalid settings.
  • Documentation

    • Documented CI tiers, suite assignment rules, commands, and platform requirements.

… tiers

Replace the inline bash/python in pr-ci.yml with a Go CLI under hack/ci and a
single manifest (hack/ci/suites.yaml) that defines the unit and e2e tiers.

- plan job generates the unit, unprivileged, integration and microsandbox
matrices, dropping secret-gated suites when the secret is unavailable
- ci unit runs every unit step for the current OS (absorbs unit_test_packages,
the Windows transport job and the scattered helper test steps)
- ci e2e/setup replace the run-test, compose UID check, insecure registry,
remove-docker and Linux Podman install steps
- ci success replaces the inline CI Success script
- guard tests fail when a Ginkgo label or Go test package is not assigned to a
tier; this also brings e2e/framework tests into the unit tier

docker-buildkit-windows now depends on build-cli only.

📝 Walkthrough

The PR adds a manifest-backed Go CLI for CI test selection, execution, environment setup, report validation, and job-result validation. The workflow now generates matrices from the manifest and invokes the CLI for unit and E2E jobs.

Changes: CI Test Runner

Layer / File(s) Summary
Define suites and generate matrices
hack/ci/suites.yaml, hack/ci/manifest.go, hack/ci/matrix.go, hack/ci/coverage_test.go, hack/ci/README.md, e2e/README.md
The manifest defines unit runners, E2E groups, suite settings, and exclusions. The CLI validates these definitions and emits unit and E2E matrices. Coverage tests check that package and Ginkgo-label assignments match repository contents.
Run manifest-defined unit tests
hack/ci/unit.go, hack/ci/unit_test.go, hack/ci/exec.go, hack/unit_test_packages/*, mise.toml
The unit command selects configured steps, discovers and filters packages, validates required tests, and runs Go tests. The local task now delegates unit testing to this command; the separate package-discovery CLI was removed.
Prepare and execute E2E suites
hack/ci/e2e.go, hack/ci/e2e_check*.go, hack/ci/e2e_test.go, e2e/framework/ginkgoreport/*, e2e/cmd/devsy-ci/report*
The E2E command prepares binaries and runs suites with platform-specific commands, focused checks, diagnostics, report validation, and post-checks. The report command uses shared Ginkgo report validation.
Configure CI host and Podman
hack/ci/setup.go, hack/ci/setup_test.go
The setup command configures Docker host settings and installs Linux Podman packages. It validates downloaded archives and rejects unsafe paths and symlinks during extraction.
Wire the workflow and evaluate job results
.github/workflows/pr-ci.yml, .github/workflows/docker-buildkit-windows.yml, hack/ci/main.go, hack/ci/success.go, hack/ci/success_test.go
The workflow builds helper binaries, consumes generated matrices, and invokes CI commands. The standalone Windows BuildKit workflow was removed. The success command validates job results and conditional skips.

This change moves CI scripting into a manifest-driven Go CLI and I found no concrete merge-blocking defects. The workflow has not been exercised in a real Actions run, so check the first PR run, especially the WSL2 and Podman jobs, after merge.

Remove the reusable docker-buildkit-windows.yml workflow. The BuildKit
regression specs become the docker-internal-buildkit suite of the integration
group with runtime docker-wsl in hack/ci/suites.yaml; the integration job
provisions and tears down the WSL2 Docker fixture from the matrix flags.

ci e2e run sets the WSL daemon environment and verifies the Ginkgo report.
The report checker moves to e2e/framework/ginkgoreport, shared with
devsy-ci check-report.

The guard tests flagged up-provider-podman-machine-bind, added on main, as
unassigned; it is a darwin-only spec that needs a local Podman machine, so it
is listed as ungated. TestIsUnderRoot used Unix literals that fail on Windows.
…ow-test-organization

Re-apply main's pr-ci.yml additions on the consolidated structure: the GitHub
API oracle becomes a unit step, the ssh suite declares the ghfixture-linux
fixture in suites.yaml instead of a label condition, and the credential host
tests job joins ci-success.

Leaving this PR ready but needs human: the diff has 4,449 non-test changed lines (the cap is 300), combines multiple backlog themes, and includes out-of-scope e2e/framework/ginkgoreport/ changes. The direct actionlint check also reports the existing background key in pr-ci.yml as unexpected at line 569.
