chore: remove accidentally committed root CI executable - #1642
Removes the accidentally committed 9,837,074-byte macOS ARM executable at repository root (ci), introduced in #1636. Adds the root-only /ci ignore rule so go build ./hack/ci cannot accidentally stage its default output again. Go sources under hack/ci and workflows are unchanged.

Used for
Inspecting references, removing the generated artifact, adding its ignore rule, validation, and PR delivery
Share of change
Entire two-file cleanup
Every changed line and the binary-deletion metadata were inspected.
Validation commands were run. No generated tests were added; the removed executable was never run.
Testing
No integration test needed: generated-artifact deletion and an ignore rule change no product behavior. Existing hack/ci tests passed; CI path filters skipped product test/build matrices.
How I verified it manually:
mise exec -- go test ./hack/ci: passed.
mise run cli:lint:ci: 0 issues.
Scoped mise exec -- prek run --files .gitignore ci: passed applicable hooks; deleted file skipped.
git diff --check: passed. Committed tree contains no root ci; hack/ci and workflows have no diff.
Local CodeRabbit committed review: 0 findings; .gitignore reviewed, binary excluded. Final uncommitted review skipped because the tree is clean.
GitHub CI, including CI Success, passed. Greptile: 5/5 on the final head. Hosted CodeRabbit full review: no actionable comments on the final head.
Checklist
mise run cli:lint:ci passes; desktop checks are not applicable.
Relevant hack/ci unit tests pass. Full mise run cli:test was not run locally; hosted product matrices were skipped by path policy.
No user-visible change requiring docs under sites/.
No secrets, tokens, or personal paths added.
CLA check passed.
