Release runs 39722696322 and 39673237110 failed in Build CLI Binary on ubuntu-latest with compile: writing output: ... disk quota exceeded. ubuntu-latest now resolves to 26.04, which mounts /tmp as a ~7.8G RAM-backed tmpfs with a user quota (actions/runner-images#14777). Go writes its work dir to /tmp.

Adds a composite action .github/actions/relocate-tmp that points TMPDIR and GOTMPDIR at RUNNER_TEMP on Linux (no-op elsewhere), and uses it in the Go/Electron-heavy jobs: release build-cli and build-desktop, pr-ci build-cli/unit/credential-host/lint, desktop-ci build-desktop. Replaces the one-off GOTMPDIR in pr-ci build-cli.
