Nightly regeneration of tend's generated workflow files, picking up tend 0.1.18.

tend version: 0.1.17 → 0.1.18

Notable changes

• tend-mention: both halves of the 👀 reaction now live in the handle job (max-sixty/tend#990). Previously verify added the eyes and handle removed them, so a burst of mentions on one thread could strand a reaction: a third mention evicts the second's queued handle, and a job cancelled while queued runs no steps at all — always() included — leaving the eyes on forever. This is the only body change with runtime effect in this repo's workflows.
• Reaction removal now paginates (max-sixty/tend#990). The lookup that finds the bot's own eyes reaction to delete was reading only the first page; it now uses --paginate with per_page=100, so a heavily-reacted comment still gets cleaned up.
• tend check reports only org secrets the repo can actually read (max-sixty/tend#994). This is the fix for the org-level repo-secret-allowlist false positive recorded in this repo's running-tend skill and #339 — tonight's tend check reports repo-secret-allowlist as PASS.
• running-in-ci guidance updates (max-sixty/tend#985, max-sixty/tend#992): fork-PR reviews reach no successor session, and PR-description claims are scoped to the merge base. These land in the bundled skill, not in the files here.

Everything else in the diff is the max-sixty/tend/claude@0.1.17 → @0.1.18 action-ref bump and the matching # Generated by tend header stamp.
