Updated in 84aa609. I set SystemMemoryVersion to 4.6.3 and iterated dependency versions until managed build is clean (./build.sh -restore -build -skipnative now succeeds). To resolve restore downgrades, I also bumped SystemThreadingTasksExtensionsVersion to 4.6.3 and SystemTextJsonVersion/SystemTextEncodingsWebVersion to 10.0.3.

@hoyosjs I think we've already been forced to upgrade specific individual packages due to azure api's taking a dependency on 10.0 packages, so this should be ok.

With a lot of these upgrades, my hands are tied. If there's a new security update we have to take the upgrade.
